Post subject: TEA-21 Grant

I want to apply for a TEA-21 grant to do cosmetic restorations to one or more of the steam engines at the Age of Steam railroad museum. Having never done this before my plan is to write up a plan of action, i.e. the actual work to be performed on the engine(s). Discuss this onsite with 2 or more contractors, get bids and then write the grants.
I was considering spiking out the cost of doing each engine individually so that the cost of doing some of the work, or only one engine, will be obvious in the case of a partial award. Is that a legitimate approach?
Anybody with experience doing this got any comments and/or suggestions? A copy of a successful grant request would be really nice.
Thanks.
TEA 21 is administered by each states seperate DOT. You should try to find successful proposals in Texas to read. Texas might have a very different approach to Enhancements spending than other states.
My advice, I would write a total site / equipment conservation and cosmetic plan, and then break it down into phases. If the big figure boggles them, they might be willing to go one phase per year for 5 years or so.
Best of luck.
Dave
