This bridge carries a highway, NOT the Cuyahoga Valley Scenic Railroad tracks, but the line passes directly under the iconic structure, and would have been affected by the bombing. The stock photo in the news article shows a CVSR train passing by.

Having a terrorist plot unfolding along the line is probably not something the PR department was hoping for.
