I don't know why, but I'm thinking it's an air brake valve handle for the independent brake.

Looks like streetcar hardware to me, but we're looking at the bottom.

Not air brake, because there is no socket to encircle the valve stem; this is meant to plug in from outside of a case.

reverser and keylock, engineer takes it with him so you can't engage the reverser.
(or unkey you might say..)

common for streetcars, interurbans.

That was kind of my hope. I had heard Baldwin reversers described as a "forked affair".

Yes, looks very much like a streetcar or interurban key; but, probably from an electric locomotive or an early diesel key.

The streetcars and interurbans that I've seen do not have engagement tab on the handle end.

But the several electric locomotives I am familiar with have a tab or locking device on the handle -- style depending on manufacturer. So could also be from a "doodlebug" or an early diesel.

Reminded myself streetcar/interurbans had drop on handle controllers as well as the reverser which can look like a controller handle as well.

That's the same design as the reverser in our Baldwin RS-12 at Travel Town.
