well said. It sounds like some cleanup is being done which may also involve the railroad trackage. Someone with money its easy for them to go aggressive because they do. Aggressive takeovers in business is well known..."Get Outa My Way, Here's some dough!"
pffft, he's right there, the cleanup should return the condition it was found as.

US Steel had a large steel mill on the site. It was closed and torn down many years ago but the site is just now being cleaned up under the EPA Superfund act. The railroad goes through the property and the clean-up includes the right of way. The bike trails folks are trying to argue that since the railroad has been removed, it should STAY removed and a bicycle trail built in its place. Until the superfund cleanup was started, this was not even an issue. The RR was there. Period.

Many abandoned branch lines have been converted to bike trails in Minnesota, some shortly after abandonment and others long after the fact. But the Duluth trail is completely different because an active railroad has been actually using the tracks. I suspect the bicycle folks will have an uphill battle on this one.
