Actually, there was another spot to hold a flagging kit (just below that tool box). There was also a provision for fusee storage in the base of the fireman's tool box on the ceiling of the cab. There was a small door on the front that would allow access, and the bottom of that tool box would also lift up too, to allow access to the fusees.

Other storage:
-Both the engineer's and fireman's seatboxes
-a metal "can" probably for a headlight bulb
-A metal holder on the side of the cab wall for small light bulbs or possibly electrical fuses.

We've never been able to determine exactly what kinds of tools were stowed in that tool box, but gauge glasses have been suggested before.

Peter: If you can, see if the gauge glass from 6069 would even fir in one of those tubes.

The tube glass does.. sadly vandals broke the original but there was enough left with the rubber bung on the end of it to trial fit you can see the rubber end of it sticking up

Yes these engines typically have one large tool box on the tender as well. That would have been for the tow chain, possibly a pneumatic grease gun, maybe spare coupler parts, misc. supplies.
