Does any museum or library have scanned copies of the Electriic Railway Journal from the 1920s?

That starts with Sept. 1924, however. And at 1,072 pages, that's likely to only be one half-year volume. Vol. 64 (Jul-Dec 1924) is listed at 872 pages in the archive to which I linked

If you can't find it in the other links, the Md. Rail Heritage Library has most, if not all, of the editions of ERJ and predecessor Street Railway Journal from 1885 to 1928.
