Can anyone identify this? Is this engine equipped with guards against sand?

Appears to be a tram engine. The running gear, and sometimes the entire boiler, would be shielded for street or roadside running. A quick google image search for "steam tram engine" revealed a possible sister engine to the one you posted: https://www.flickr.com/photos/72213853@N03/14180303520 |

What has come down to us, is that the coverings were intended to hide the running gear, etc. from horses pulling wagons and carriages on the streets. This to keep the horses from becoming scared and bolting.

Preserved RTM (Rotterdam Tramways Company) number 54........ https://www.youtube.com/watch?v=HN1yx1vgIkY The number plate with 54 on it can be made out in front of the chimney on the original picture, even if the cabside plates had been removed. In the UK the laws requiring the motion to be covered on street/dockside "Tramways" (their legal definition, rather than "railways") actually extended to their diesel replacements from the mid 1950's through to the early 1970's. Such diesels operated at Ipswich, Lowestoft and Great Yarmouth here in the eastern part of England. See the "Thomas" character "Toby the Tram Engine" for the steam versions introduced by the Great Eastern Railway! |
