 Post subject: FRA Defect Codes

Hi

The FRA appendix no lists the defect codes. Does anyone have a list? We got a part 229 defect 0045 subrule D8.
Throttle handle does not lock when reverser is removed.

How do the FRA guys know this, when i can't find the rules

The codes are listed in a 1980 FR. Found here - https://cdn.loc.gov/service/ll/fedreg/f ... 045063.pdf.

Your defect is on page 21122 (368 of 444 in the linked pages). If you're operating a loco that was designed to have a throttle lock and you operate on the general system, it would seem to be a violation. If either of those conditions don't apply, you may have to make an argument. Remember not all inspectors are familiar with older equipment or the exceptions for 'FRA-lite' operations.

The codes begin on page 21121.

The inspector should have given you an explanation of the defect and why it's a safety issue. As TrainDetainer said, depending on your type of operation, the inspector may not be familiar with the decreased oversight on tourist operations. If your locomotive goes out on the general system, then yup, that's a qualified defect. If not, then discuss it with the inspector. Read page 2-17 of the MOTIVE POWER AND EQUIPMENT

Agreed, this code for 49 CFR Part 229.45 (https://www.ecfr.gov/cgi-bin/text-idx?S ... .4.229_145) is a general code sometimes used by inspectors to address a specific safety issue or concern they might have. The inspector would normally describe in the inspection report the specifics of the safety concern.
