In doing some recent research Texas seems to fear putting historical overlays on things that can move. Has anyone had experience in Texas doing a historical overlay on moible objects recently? In talking to the Texas Historical Commission they also seem to be concerned about not upsetting the property owner. Given that the property owner is the UT system and they have been historically openly hostile in dealing their responsibility with El Paso & Southwestern #1 in the past. I am not looking forward to moving this forward with Dr. Natalicio still at UTEP but after 160 years the locomotive deservers more protection than just people looking out for it. Perhaps there is a contact in Austin that can be more helpful in the UT system? Any assistance would be appreciated.

Don't know what a "historical overlay" is.
