I don't believe it was operating.

The cylinder cocks were applied new a few months ago. Workscope
did not allow for blowing everything out as it should have been.

The only thing on the locomotive that uses air is the independent brake,
so the air pump doesn't need to run all that much to keep the main
reservoirs at the proper pressure.

By the time the rust carbuncles get from the dry pipe, steam pipes and casting ports to the cylinder cocks to plug them up, it's too late. The rings, cylinders and valve seats are pretty messed up.

Steam Blow

It's amazing how much they can puke......

!!!

What exactly is going on in this youtube video for someone not familiar with this procedure, by the cursing I think it must not being going well.

Edit: I figured it out, that is a lot of rust colored gunk coming out of there.

Jeff Badger from The Georgetown Loop RR and Roaring Camp fame is in charge of the operations of No.4. He is a very experienced steam head and will not operate the engine if something is unsafe or a threat to the condition of the locomotive. Largely teething pains from the first few runs after a long period of dormancy. We drove by Como on Labor Day after meeting Jeff at Silverplume and then driving over Boreas Pass from Breckenridge at his suggestion. Como is within eyesite of CO Rt. 285 but other than that it is a pretty remote location. Stunning scenery in South Park with mountains on all sides. Watch for more exciting developments there in 2018.
