I would agree with mldeets that the engine has a 4 digit number. I am not an expert, just looking at the GTR roster in Railroad History 147, but 247? is a 2-6-0 built by the GTR in 1891. It would have had this number between 1910 and 1923. If the original 4-4-0 engine in question is also GTR built one would expect it to have a similar appearance to the 2-6-0 in general.

As the engine is hauling box cars, your identification as a 2-6-0 makes a lot of sense.

Found this slightly better scan of the same photo at Port Perry.

Probably hard to see the difference on the forum posting, but definitely 4 digits. # 247?.
2476 or 2478 would seem a real possibility.
Good eyes you have.
