I'll take a stab at it. Perhaps "S" stands for specific gravity. .858 would be about the density of fuel oil.

Per information on page 3 of SANTA FE’s EXTRA ORDER TENDER HISTORY
Loren R. Martens, Dec. 19, 2010 (a Microsoft Word document, found at http://old.atsfrr.org/resources/MartensLorens/ExTenders.doc )the "S" number designates the "oil insert tank number". The document specifies that the insert "S.842" was a 3,360 gallon oil tank. I infer that 842 is a "standard number" for the specific tank used on that particular class of tender.

While the document does not specificly define "S.858", it does state that the 2900s had water capacity of 24.5K gallons, and that the 24.5K tanks had 7000 gallon oil capacity. This is not quite the same oil capacity as the 7170 gallons shown on 2926's tank.
