 Post subject: Is this a railroad sanding tower or something else?

I think it is something else, but wanted to get other opinions. Referring to the two white steel storage towers visible in this street view. My guess is that the are for cement or some such.

This is at Erie Junction, PA (Brockway) in a former railyard where the Pittsburg and Shawmut met the Pittsburg, Shawmut and Northern (the stub of which were purchased by the Erie.)

I don't believe it is a sanding tower as those are huge, and all the ones I have ever seen are single, typically cylindrical, and of not much capacity. It looks like the leftovers from some other industry. My best guess is it was a place where hopper cars were unloaded, the product went into the two storage towers, and then dumped into trucks. Or it was some sort of asphalt manufacturer. I have seen asphalt towers like those where dump trucks park under it and a load of asphalt dumps into them.

I have a book on the P&S, that appears to show that structure, although it's in the very distant background of just one photo, so one can't be certain that it's the same structure. It is described as a "coal loader".
