Unusual stamping of otherwise authentic EMD plates may be the result of them selling replacement plates to owner railroads for wreck repairs or other reasons. I was involved in several transactions where railroads bought plates for whatever reason. They may have left the builders number space blank and the railroad stamped it for the unit they installed the plate on.

EMD also built and stamped plates for special awards or commemorative purposes. I have some totally correct duplicate plates for certain historic EMD locomotives that the General Manager delivered to me personally in the 1980s as thanks with helping them prepare for a special event. This falls into another category. These are authentic, factory produced, engraved on the original equipment, exact duplicates, that were not installed on a locomotive.
