The Texas State Railroad Authority will receive Sealed Proposals for Contract No. TSRA 14-03; Federal Aid Project # STP 2009(434) TE – Streamliner Locomotive Acquisition:

1. Acquisition of two streamline-carbody, 4-axle “F” locomotives for operation on the Texas State Railroad at Palestine, TX, for excursion passenger and general regulated railroad service

3. Locomotive(s) of US design subject to Texas Historical Commission review and criteria for acquisition grant eligibility
4. Proposals will be evaluated in terms of desired features, existing condition, purchase cost, estimated rehabilitation cost, and projected transportation costs for rail delivery to Palestine, TX
5. Locomotive(s) will be evaluated in terms of compliance and projected cost of compliance with applicable 49CFR regulations for excursion passenger services connected to general system.
6. Transportation to be arranged via Rusk, Palestine & Pacific Railroad, station Palestine, TX (Union Pacific) with RP&P acting as designated transportation agent
7. Proposer and/or RPP estimates for transportation alternatives including (but not limited to) rail on own wheels, special movement, or flatcar with crane service will be factored into total projected transportation costs for proposal scoring evaluation
8. The proposal must include either the cost of modifications or repairs for the locomotive(s) to be accepted at the line haul Class 1 railroad interchange on its own wheels, or to be to be loaded on flatcar (or similar method of transport) at origin for delivery to Texas State Railroad. These preparation costs (all inclusive of repairs, loading, crane services, car procurement, tie down, car hire, etc.) must be included in the proposal and are to be the responsibility of the proposer. TSRA will remain responsible for unloading costs at destination (Rusk, TX) and negotiation of and charges related to transportation from origin to TSRA property.

Locomotive(s) are requested to be proposed as individual units with discounts (if any) for two units shown as a separate cost proposal.

Please note, this solicitation for Sealed Proposals for Equipment Only. Vendor/Owner will be responsible for any pre-shipment equipment inspection, modification, or upgrades to meet specifications, facilitate interchange or transportation, and such incurred costs are to be included with proposal. Additional restoration costs (if any) to meet desired specifications after delivery are to be provided by Texas State Railroad in-house forces, subject to additional in-house labor cost and material estimates factored into the proposal scoring.

Proposals will be accepted at the Texas State Railroad located at 535 Park Road, Rusk, TX 75785 up until 10:00 am on December 1, 2014, at which time they will be opened and read aloud to the public. All proposals will be opened in the presence of the meeting attendees.

Proposed equipment shall be made available for inspection to TSRA personnel or their designated agents before final proposal acceptance.

Addenda, if any, will be issued to only those persons whose name and address are on record as having obtained the Contract Documents.

Mail & Delivery Instructions - Sealed proposals must either be mailed or hand-delivered (faxed quotations will not be accepted). Each proposal must be submitted to the Texas State Railroad Authority in a sealed envelope that includes the following on the face of envelope: Solicitation Number, Opening Date & Time, and Vendor’s Name and/or Identification Number. The Railroad Authority reserves the right to reject any or all proposals or to waive any informalities in the proposal process. Proposals may be held by the Railroad Authority for a period not to exceed 60 days from the date of opening proposals for the purpose of reviewing the offer and equipment prior to awarding the contract.

Vendors/Suppliers may propose on one or both locomotives. Any inspection, interchange preparation, or on-site upgrades or modification for offer must be included in quote. Failure to include these charges will be considered a “No Quote”.

HUB/DBE vendors are encouraged to participate in the proposal process. State certificates of eligibility should be attached to proposal.

Form FHWA-1273 regarding the Contract Provisions for Federal-Aid Construction Contracts is required.
