I re-posted the link to the Steam Era Freight Cars modeling list, where there are people familiar enough with antique car designs to make an educated guess as to age and builder, and got a nice response from David Lehlbach of Tangent Scale Models:

"This is seemingly a General American built 6000 gallon ICC-103 that rides on the 1928-1941-ish "type 30" underframe, coincidentally the same UF that sits underneath the Tangent 3-compartment model here:"
