If the 21st Century Steam program wrapped in 2015, why did Norfolk Southern actively back the restoration of Norfolk and Western 611? If there was only a year left for the program, was there no consideration made as to what to do with 611 once the program was done?

Completely aside from the understanding that NS will be running excursions with 611 in 2016 -- just not with the smaller steam -- I don't think the current traffic downturn was anticipated when Fire Up 611 was started, and the restoration executed.

I have also seen some indication that the '21st Century Steam' program was formally scheduled to run only this length of time from its initiation (5 years from 2011), presumably to be replaced with a program with a different organization and name after 2015. I would presume that this was known to the Fire Up 611 people before they started, but I don't pretend to speak for them.
