Some years ago I heard a story about a Mining RR possibly in Germany that served a mine that was located on the top of a mountain, the RR was electrified and used regenerative braking, so they scheduled the ore trains so that the loads went down the mountain and provided the power to bring the empties up the mountain.

I have searched on and off over the years and have not found any documentation that the RR actually existed.

Anybody heard of such a RR?

I don't know about such a German railroad, but there were a number of articles over the years (going back to the 1930s-1940s) that mention that the Milwaukee Road's rugged electrified divisions ran freight trains to take advantage of regenerative braking like that. It's quite logical if scheduling will allow it, so it's no surprise other rail operators would do so as well.
