It doesn't seem too likely to me, given the cost and the controversy, but also looking at what's happening elsewhere, maybe it's not too impossible, either:

I would very much prefer a properly rebuilt Penn Station, but this proposal does look interesting, and certainly looks better than some of the other proposals out there.

The animations, showing changes that might come, are cool, too.
