Because "red-hatted kids" (which, BTW, is something I've not actually seen) in theory: 1) actually respect the concept of private property and 2) have JOBS and/or schoolwork.

The Capitol, although having an obvious need for security just like the Smithsonian, Buckingham Palace, etc., is publicly owned, and is frequently labelled "the people's house."

And so it's acceptable for a mob to storm it, vandalize it, and interrupt the business going on inside?
