Ye-e-e-e-p. You probably guessed it all already.

James Riffin is now insisting that Allegheny County, Md., "illegally" took over the former Western Maryland to Frostburg, a.k.a./d.b.a. the Western Maryland Scenic RR.

You can guess the rest. He thinks he can tie it in to his Georges Creek operation, and says the mines up there near Mt. Savage and Frostburg will want unit coal train service.

The problem with using Riffin/Griffin/Cohen/Moran as the basis for an April fools prank is that he simply does not realize that his filings should, by social custom, be restricted to one day a year.

As a side note , his faithful sidekick, of save the cars in Boonton fame, has actually filed notice that he intends to participate in oral argument before the STB on April 24th in EP 677 0 Common Carrier Obligations of Railroads. That gives me an excuse to have dinner in Washington with one of the herds of grandchildren.
