I'll add a bit of personal experience with this ABR phenomenon.

Years ago, when my health was a bit better, I was among the people working to preserve the 1866-1872 roundhouse and shops in Martinsburg, W.Va.

By the time this effort got under way, CSX had removed all the tools, machines, and external track from the facility, so what we had to work with was some deteriorated empty buildings with a limited amount of track inside them, including some narrow gauge track that was used for hand carts in a day before forklift trucks were invented.

The committee that was restoring this facility was looking at various uses of these buildings to help pay the bills, and of course that including using a lot of the 13 or so acres for parking. Yet to the rail enthusiasts on the committee, it seemed most appropriate that at least some of the track should be restored, partially for appearances (we know how unfortunate a railroad building looks without track), and also to have a way to display some rail equipment as a bit of a museum along with all the other things that were needed to help pay for things.

We put together such a proposal, and even suggested "paved track" (i.e., like a street railway) to allow both the track and the needed parking. We even could get some of the materials.

Instead we got shot down by the historic but not rail enthusiast members of the committee. I particularly remember one lady on it who said "What do you want those little tracks for? You have a railroad running right past the roundhouse." (CSX main line).

I can't really criticize her too greatly--she kept the project alive when no one else could--but it was disappointing.
