And that's a feature, not a bug. If people were allowed to support something to through voluntary means, that will tend to reduce reliance on government expenditure, and therefore, government.

One of the major strategies of the enterprise of government-especially those who want it to be primary, more complicated, expansive or intrusive, is to create dependency on government and government officials.

Raising the bar to organized voluntary activity is a way to ensure that you treat your elected officials as "leaders" who require your supplication (and votes and money) in order to be moved to expend money they take through taxation for things you want.

YOU might call it a "cash reserve." The press will call it a slush fund, and make it look illegal.

Well, the brits have a nonprofit called "Canal & River Trust" which runs their fantastic canal system. Subsidized by the gov't of course. Makes a lot of sense.

Many of the canals British Waterways (Canal & River Trust) are maintained as a system to move fresh water from the mountains.

They also now charge out the arse for mooring positions to the point a marina local to me is now making money hand over fist because they're cheaper than mooring up on the canal!
