Amtrak has put up for disposal several pieces of surplus rolling stock. This includes their last F40PH's (save for Heritage Unit 406), some P40's, baggage cars, probably the last Santa Fe bilevel parlor cars, a few Horizon cars, and some flat cars.

Needless to say, serious inquiries only, please. Expect some of the cars in question to be damaged.

The lengthy terms and conditions list DOES INCLUDE provision for donation requests by museums or historical societies; HOWEVER, read the fine print:

Quote:
1. Bidders must quote a firm price as indicated on the attachment/pricing sheet.
2. An award, if any, will be based on highest responsive, responsible, qualified bidder, for each, or any combination of units, as determined to be in the best interest of Amtrak.
3. Amtrak reserves the right to accept or reject any part of any and all bids received.
4. All awards are contingent on Amtrak obtaining FRA Release of Lien.
5. Failure to respond to an award letter may void the award.
6. Equipment awarded under this Sales Offer must be removed within ninety (90) days of notification of award.
7. Donation requests (Railroad Museums, Railroad Preservation and Historical Societies): All donation requests for equipment listed on this Sales Offer must be accompanied by a letter on museum letterhead, stating the reason for the donation request and the intended use of the equipment requested should the donation be granted. Please note that Donation requests are not exempt from any Conditions of Sale term (1-10).
8. Transportation, switching or other charges incident to the movement of the cars from their present locations will be the responsibility of the purchaser and/or donee (“Buyer”). The cars or locomotives must be removed from their present location by the Buyer, at their risk. Preparation work to meet acceptable AAR interchange rules for movement in freight service must be performed by the Buyer. Amtrak will not perform any required work on the equipment.
9. Arrangements with a freight railroad for the movement of the equipment are to be made by the Buyer and all cost and risk associated with the movement are at the Buyer’s expense. Amtrak could obtain an FRA waiver if successful Buyer wants the equipment moved to their location. The movement would be at successful Buyer’s expense. The equipment will not be moved in Amtrak service.
10. Note: If any equipment is dismantled on site, Railroad Protective Liability Insurance is required. If your activity is to be included under Amtrak’s Blanket Policy, the cost is $250.00 which is in addition to your bid price. All employees of successful bidder must have a valid RWP Contractor card. Assuming you mean "fuel hogs," there are ways to rectify that.

Don't like the nose? The Canadian Atlantic/MM&A/WMSR showed us what to do about that.

Don't like the noise? There are ways to quiet them as well.

I would bet all of the F40s find a home before any of the GEs. The P40s suffer from poor visibility and have had all kinds of traction motor problems. I'm not sure what is going on with the three P42s, which have the same visibility problems but have been more reliable, but I would guess you are right that they have been wrecked.

I would not be surprised if Via Rail snags the GE units or even possibly one or two F40PH units. They lost a couple in derailments not long ago. One of which was Via Rail #6400 sadly.

Apparently Amtrak is keeping operable F40PH #406, which has been going with their display train. Those low-numbered #400's were the last NEW F40's purchased by Amtrak, around 1986. I remember when they went into service, I was a fairly new OBS employee when the first one showed up on the Capitol when it combined with the Broadway at Pittsburgh.

Up to now the P40's have been assigned to the Auto-Train, like the P30's at the end of their service lives, just because they can all be serviced in the same place. I know there are more of them than they are selling. My guess is that because they are part of the oldest batch they have become "problem children" mechanically. The Amtrak GE's are nicknamed "crispy critters" for a reason. They like to catch fire en route.

406 does not run it is a NPCU with HEP. Most of the F40s will probealy end up at the scrappers for there 645s and other parts they have in common with freight locomotives.

Some of the P40s were being used on the Cascades dead as cab cars a few years back. I still think the F40s will get more interest, the story is that the bean counters like GEs when they are new, but the crews like EMDs and no one wants to pay for GE parts when the units get older.

Is it correct to assume that these are all P40's that weren't reactivated and rebuilt with stimulus funds a few years ago? If that's accurate, I can't see any of these ever running again.

Amtrak when they started digging into these after several years of storage, found lots of environmental damage as I recall such as in the electrical cabinet (Sitting in the Delaware climate hadn't done them any favors). Amtrak expensively did a full rehabilitation to 15 or so units that were in the best condition, while using those not selected as parts donors for the program.

And they've since been moved west and are at Beech Grove, so I assume they've been further picked over since then to support the active P40/P42 fleet, while the internal condition has continued to deteriorate. So they're not even going to be close to being mechanically complete, I bet, which I'm sure is why Amtrak is now disposing of them now that their usefulness is over as parts donors. So I doubt anyone like Via Rail wants them even as parts hulks.

They've been stored for 15 years or more now, storage has done lots of damage to them, and they've been picked over for parts. I suspect they only would be good for a static museum display at this point without a heavy rebuild in the millions. But perhaps #800 would be worth preserving as the first of the class.

She's also cosmetically in good shape the last time I saw her. Unless she's really gone south the past 5 or 6 years, Amtrak's running far shabbier looking Genesis units today. Her and F40PH #200 (NPCU #90200) when retired would make for a good side-by-side static display somewhere.

It may sound like heresy, but I wouldn't complain about seeing a P40 (or even P42) show up at a museum somewhere. They are significant in US passenger railroading history, like em or not.
