I think it takes a clear mission and defined interpretive goals that are focused enough to dictate a collections policy. Just back from a long meeting in Savannah where we had a narrow focus and still came up with a 50 piece plus proposal. How many volunteer organizations can adequately provide resources to properly care for 50 pieces? Can't afford to include anything that doesn't fit into the defined mission anyhow.
Many museums were started by interested parties with great emotional motivation but no professional museum management on board. Equipment was acquired with no plan but just because it could be gotten. In many cases it was saved from scrapping this way. Problem comes in when it dies a slow death by years of subsequent neglect but isn't traded or even given to another outfit that would care for it whose goals would be enhanced through its preservation.
As most museums do mature, things are starting to change little by little. A couple mega museums have goals of worldwide or nationwide railroad intepretation, but it is beyond realistic scope for most of us. How can we open lines of communication and get some swaps worked out?
Dave
