I don't have my copy in front of me, but in the third of the late Al Staufer's "Pennsy Power" books, there are photographs of welded cylinder blocks for PRR's M1 and M1a 4-8-2s.

At least the PRR was working on heavy duty welding there. . .and a lot of their freight cars were also incorporating welding instead of the more traditional riveting as well.
