Silly question: so what is a tram engine? Toby appears to have a boiler but also a trolley pole.

A tram engine is a steam engine enclosed by car body for street running so they wouldn't scare horses; they were known as steam dummies in the U.S. Toby is indeed steam powered; what appears to be a trolley pole is a bracket for his bell.

you are quite right and just to confuse things further some railroads called them rail motors.

The Didcot Railway Centre is building a new steam power truck from the ground up. They recently tested the new boiler.

And they just got a huge grant from the Heritage Lottery to restore a pair of wooden passenger coaches to go with it.

Imagine it, a steam locomotive power truck from scratch! They were mainly used by the Great Western the way gas dootlebugs were used in this country, serving lightly traveled branch lines.
