TVRM's 2008 form 990 on guidestar shows that TVRM has 100% controlling interest in the East Chattanooga Belt Railway Co., a for profit common carrier. Perhaps it was under the auspices of this subsidiary that the freight was being moved. They also list $112,894 in unrelated business revenue from car handling.

How or what pays for insurance and how is that handled between the two entities?

May I suggest that the working relationship between both parties is critical to success or failure of both parties. Consider the issues that eventually fell upon the NN due to its freight/museum operations. After all one of their cars is still not operational after the accident and there are other signs of the differences in usage.
