I have not been there but from a bit of google research and reading between the lines, it appears this is a small town "depot museum" on some minor steroids. Looks like they had to move out of the preserved station (which I see on Google Maps is occupied by Amtrak) and into a non-railroad building in town. There they have a better-than-average small town railroad museum. There is no mention on their site of the locomotive and caboose but they do prominently feature their thrift store which apparently is their only income. Looks like they have active volunteers but no indication they have worked on full size railroad equipment.

I agree with the notion that anyone can throw some paint on to keep the landlord happy. There is an Ace hardware next door to their Thrift shop. I'm sure they have red and grey Rustoleum.

Ah, much better article.

A museum rep says, “The city asked us to put [the equipment] at 3 Main Street, and we agreed. Now they want us to move them again. I don’t have any idea how much this might cost.” It could cost a bit more than painting YOUR equipment would, which is all the city really wants. And a zero-sum lease to the city so THEY can paint YOUR equipment at state expense sounds pretty good, too. I'll bet the city would have a first-class paint job done and everybody would look good.
