It is a reference to the federal Transportation Enhancements Program, which was replaced with the Transportation Alternatives Program when Congress extended the Federal-aid highway program on July 6, 2012.

Transportation Enhancement (TE) funds could be used for historic preservation, but (as far as I know) Transportation Alternative (TAP) funds cannot be.
