My understanding was that W&N branch (ex-Octoraro, Delaware Valley RR) current operator Bethlehem Steel (owner of the Brandywine Valley RR) had a no-excursion policy in place, for insurance/liability reasons. This stance led to the dissolution of the Brandywine Scenic RR in 1999-2000 when Bethlehem Steel took over operators on the line. The last time a W&W train ran on the Octoraro line was in the early 1990s. The 4662 made numerous charter jaunts over the line and I believe it was the last W&W equipment to operate there.
