I don't know if #1522 was under cover before its restoration began but I doubt it as there wasn't enough cover for anywhere near all the locos at the museum. But one thing that helped was that the Frisco was the only railroad which had donated locos that had removed all the insulation from the boiler and replaced it with spacers for proper appearances. That meant the boiler wasn't pitted as were the boilers of other locos that the museum had and were considered. That was how it was explained to me when I began working there in 1995.

We spent $ 900,000 in 1979 to restore C&O 614 in 11 months. That was a thorough wheels out total tear down done 95% by a paid full time crew of 14 plus some outside contractors and local machine shops. According to the Google inflation calculator the $ 900K is about $ 4,000,000 current dollars.

That poor 1352 is in far rougher shape than the 614 was judging by outward appearance.

Yeah, I’d be surprised if the new owner decides to restore 1352 to working order.
The only engines I can think of that were in extremely as rough shape as that engine but still restored were Canadian Pacific 2816, C&O 1309 and FEC (now US sugar again) 148.
I can imagine the NYC 3001 will have quite a few surprises when it comes time for disassembly.

Used to be that engines that were to be restored somehow had just come out of the shop before donation. I've heard this about numberous engines, some ridden hard and put away wet.
I only know of two where that was actually the truth. One of the NKP 2-8-4s and after inspecting Frisco 4500 in Tulsa while it was in pieces showed that she had few miles on an overhaul. The boiler exterior was pristine, tires were nice and fat.
SLSTA attempted to buy, lease or receive 4500 as a donation to restore to service while 1522 was down. Would have been nice, but the city stonewalled our presentation.
