Another historic restoration at the Strasburg

I was looking at photos of other PRR 44-ton locomotives at George Elwood's photo sites [url]rr-fallenflags.org[/url]. Some units had pilot stripes, while others did not. Was there a specific reason behind this? Also, all photos of the PRR units I have seen show units with footboards - will footboards be restored to the 9331?

Regarding the footboards - what are the conditions governing an FRA exemption - as I recall that Strasburg 1 retains its footboards?

Likewise, does 9331 have part-223 compliant glazing?
