Rightly or wrongly, ALL public funding/programs are scrutinized for an ROI. Yes, preservationists can embrace a restored 1880 train set, but what matters most are those perceptions in the Colorado and New Mexico state houses who provided funding.

I just stumbled upon this documentary on YouTube featuring Stathi Pappas and crew. (Uploaded a few days ago on 9/6/21.) The video was put together by Kobalt Tools:
