My observation is that the lottery in the UK is far better for thier railway preservation efforts than our Tea-21 for several obvious reasons. 1. It's a dedicated source of revenue and earmarked specifically for restoration and 2. our Tea-21 is set-up so that each State via its DOT gets to divide up the money as its polotics dictate and in almost all cases railway preservation is a rare winner.
There are notable exceptions, the Fort Wayne group is one and URHS in NJ is another. The URHS to its credit has gotten very good at milking the system and the TEA monies have paid for a number of diesel-electric loco. rebuilds and a slew of coaches. So it can be done, but it's cumbersome,time consuming and a long shot.
Sure would be great if we could get a national lottery. Dream on!!!
