Rdg Camelback Stopped by FRA? Help kill a rumor.

I heard a discussion the other night that basically amounted to the idea that the FRA has made some sort of comment that they will NOT clear the Reading Camelback for operation due to concerns about effective communication between the engineer/fireman.

True or False.
