I can't answer all your questions but i do know that 33's tender booster was scrapped after it's first season on the hocking valley.

In regards to the tender booster, I seem to recall reading at some point that Ohio Central is going to purchase or otherwise acquire a tender booster for this locomotive, but that it would most likely be added at some later point in the interest of having the engine done by trainfest. So, to answer the question, I doubt that the booster is on it now, but in a year or two, maybe.
