Does this project involve rail removal to create the trail, or is the track already gone?

Bee Rock Tunnel isn't on NS - it's an L&N tunnel. L&N from Appalachia to Norton is gone, but Bee Rock is south of Appalachia, I believe. The trackage through it may be lightly used these days (traffic now moves south onto the ex-Southern at Big Stone toward a Clinchfield connection at Frisco, near Kingsport), but I don't believe it's out of service.

Sounds like one man's desire and a council's desire to get on with business, nothing else.
