Post subject:  Whiting hoist?

Is this device in Alpena, Michigan, a steam-era Whiting hoist, designed to lift engines off their drivers?
Was it once part of a shop complex here?

It looks like four portable jacks on a concrete jacking pad. Old, but NOT steam era.

Portland, OR SP Brooklyn Yards used to have such a set up for jacking locomotives. It was removed years ago.
