Wlat loco is this?

Found this image on the APBR for January 7. What locomotive is this? Photographed by Al Weinstein. Looks to possibly be ex-SP, and has apparently had some work started on it, but what and where is it?

It looks like Ex SP 1251, which is destined to one day be V&T #30. It sits outside the V&T shops in Virginia City NV.

Is that the V&T RR, about 3 miles long, that uses a 2-8-0, built and operated by Robert Gray?

That it is, I used to visit the railroad quite often and got to stroll through the yards quite a number of times...

If that is the future V&T #30 then the passenger car that is on the same track that you can see in the picture is one of the 2 that were reportedly used in Gone With The Wind..
