Does anyone have any information on RELCO #712?

It was sighted just the other day sitting on a piece of disconnected track just east of Elgin, Illinois. It appeared to be an Alco S-series switcher, although that can't be positively established by the observer. It was sitting in a quarry along with a dozen or so ore jennys.
