According to a press release on the movement from the Bluegrass RR Museum, Versialles, KY, it's former US Army #717, 0-6-0T.

Ex-Bluegrass RR Museum, ex-U.S. Army H.K. Porter #717, affectionately known as "Piglet", left Versailles, KY in late September on a flatcar via R.J. Corman's RR to Lexington. Connecting in Lexington to Norfolk Southern from there it will travel west to a new home in California. Someone else with that group will have to give further details
