Not sure if this is the 212 or the 218, falsely lettered and numbered, at Nogales August 29, 2004. Looks to be missing some parts:

"SOME parts" missing? How about "LOTS" missing...Looks like a wood mock-up!

Anyway, how did the UNRRA version of the "S-160-type" wind up south of the border? Were they ordered new, contemporaneously with the UNRRA locos?

I was under the impression that the UNRRA locos were of a different design than the S-160.

How many UNRRA locos were built?

It's the 218:

UNRRA locomotives were a postwar development from the S160, but I don't know much more about them (probably someone else here does, however). The Mexicano engines were built in 1946. Others went to China, Belgium and Jamaica. Hopefully, someone can tell us more.
