Looking at the longer caption for the photo, I believe it came from a mining road on the Spanish mainland. Not sure of the gauge, probably metre. Several more photos on the ABPR for that same date.

It is one of 15 steam locomotives that were dumped in Ponferrada, Leon Province, Spain following the ceasation of mining activities. Details, and pictures of some of the engines can be found on my Surviving World Steam Locomotive CD-ROM.
