This is a link to a tugboat preservation project based out of NYC.

http://www.tugpegasus.org/index.html

Within the site, there is a reference to NYC Tug 13 also being preserved.

Somewhere (Railpace, maybe?) I read a report last month that NYC tug #13 is about to be scrapped, despite it's great dry-dock condition.

Are you sure you're not thinking of the New York Central #16, displayed on shore (cut off at the waterline) next to a restaurant in Buzzard's Bay, Massachusetts, and now threatened by a new CVS store to be built on the site? If the #13 is threatened as well, it's shaping up to be a bad year for the surviving former NYC tugs.

As of two weeks ago there were still some permitting issues to be resolved for the proposed CVS pharmacy to be built on the site of the restaurant where New York Central #16 is stuffed and mounted. There are questions relating to the number and location of access points to the property, as the primary access from the traffic circle would require customers vehicles to cross a very busy traffic lane where cars and trucks coming down an adjacent ramp accelerate as they go around the circle. These issues may buy a little more time for a possible solution for moving the tug to be developed.
