I was rooting around on the internet when I accidentally found a website listing railroad tank car connectors: http://www.tamparubber.com/mainrrtc.htm (Scroll down to "Railroad Tank Car Connections") (I have no association whatsoever with this company.)

These would certainly work as tender water tank connections as well. They screw onto a vertical fitting, and bend 70 degrees to near-horizontal. S.P. 2472 uses similar fittings.
