Supposedly a manual for restoration of steam locomotives? American, British? Is there really such a book?

Yes, there is such a book, it is British in origin, I own a copy and I have found it useful. The author, D.W.Harvey was a highly respected shed forman who spent his life "trying perfect an imperfect machine" (not an exact quote). He was responcible for the first restoration of the class N2 "Green Arrow" a mainline 2-6-2 and was instrumental in train a new generation of steam locomotive mechanics who had no (or little) prior railway experience.
