 Post subject: Red Arrow of Carolina

I see in Dr. George Smerk's Transit Currents column (October Railfan & Railroad) that there is a new group in Charlotte, NC called Red Arrow of Carolina, and it's currently restoring ex-PSTC, ex-Septa # 13 (St. Louis double ender). Is this a spin-off group from Charlotte Trolley?
