I started writing this message, had to take a break Came back to it and saw John's post. I'll go ahead and ask my question anyways.(I have NOTHING to gain from this)
What reason do groups have for not having some form of formal training and cetification for train crew members? steam or diesel, modeled after C.F.R.240 requirments.
Rules training has been around for at least 100 or more years so it's historicaly correct to have them. Can't use that as a reason.
"we're not required to have them" Well your not "required" to look both ways before crossing the street but it goes along way towards self-preservation. so it can't be that.
Please remember I don't always agree with the way our rules and training are handled. (they are F.R.A. approved and monitored) But that doesn't give me an excuss not to have them or abide by them.
So what reasons do you have for not having them? I'm hoping to find a few good reasons to do away with ours. (NOT)

There are two problems with this poll. The first is that there are multiple members of the same organization on this forum, and I’m sure they didn’t consult with one another to determine who should cast the vote. The other is the poll asked specifically if the group had a C.F.R.240 training program. I interpret this, and I’m sure that many others do also, to mean a program that has been reviewed and approved by the FRA. However, as we have already heard, if the property is not under FRA jurisdiction (insular, uses horses for motive power, whatever) the FRA will not issue approval. Therefore, by definition, these properties do not have C.F.R.240 training programs.

Now, ask how many operations have formal operator training programs, and the results might be somewhat different.

Dennis is correct. However, I HOPE that every operation has rules, training, and any of the other safety related issues that have been discussed. Of paramount importance would be the safety and enjoyment of our visitors, whether they partake of a ride, or watch equipment being operated.

But there is also the value of preserving the artifact, and the reputation of the 'industry'. For many it is only a hobby, but the future of these operations depends on responsible preservation in many ways.

Whether a horsecar, electric trolley, diesel train or steam, these are not toys and potential exists for a serious accident or injury. The operators need to be trained, the equipment maintained and inspected, and the right of way suitable for the operation.

Insular operations may not fall under FRA mandate, but that is no reason to think you have a GET OUT OF JAIL FREE card. Perhaps ask yourself if you would want your wife or kids to ride your train and do you feel safe with that. It is a start.

At the Western Railway Museum in training classes we always emphasize:

THIS EQUIPMENT IS JUST AS CAPABLE TODAY OF KILLING OR MAIMING SOMEONE AS IT WAS WHEN IT WAS IN REGULAR RAILROAD SERVICE.

This is followed by a review of safety procedures for the equipment involved.
