What's going on here in these 2005 photos? Are these engines part of a museum, being repaired, being scrapped, or what?

Istvantelek is the former MAV shops that now houses the Hungarian Railway Museum. MAV's collection of steam locomotives are based, repaired, and stored there.

Istvantelek (not sure, but I believe "telek" can be translated "junction") is named after St. Istvan, the first king of a united Hungary. It is at the junction of the railways to the town of Esztergom, where St. Istvan was born, and Vac (Vajk, "hero"), a town named after St. Istvan's birth name. The 1996 anniversary festivities celebrating the opening of the line to Vac were actually staged on the branch to Esztergom, because of its proximity to the works.

I don't think the locomotive shown in the first link is in the process of being scrapped. Rather, I think it was hacked up for stationary boiler service. Removing the cylinder and rods is typical for this kind of modification; note also the steps that have been added that lead up to the steam dome. It's original smokestack was probably replaced with a much taller one; which was then removed when it was moved to this location.

It might possibly be four cylinder Pacific 301.001; which was listed as derelict at Szolnok, Hungary. I do not have the other locomotives shown as listed at this location; this may be an effort to gather some of the various stored and derelict engines across the country under cover in one location for possible preservation.
